What this means, is that if your system is unable to run the game at past 30 or 60 FPS (depending on what your settings are), the game must then slow down. Type appdata with the percentage symbols in the search and itll take you there. The game knows when 1/30th or 1/60th of a second has occured based on whether the frame is done rendering. The PS2 version ran at a higher resolution on the whole, but it came at the same expense of damn near every graphical feature being pared back or removed altogether. What's happening, is that unlike most current games (I'm looking at you Need For Speed), RE4's entire engine and game logic is tied to the framerate.
