Because the game is coded to time everything off of the framerate, instead of, well actual time, this means that if you set the game to go off of 60fps, the game will now run at 40/60 the regular speed, or 2/3rds what it should be. Say your system can run this game at 40fps. I have Windows 10 and there is no appdata file and the only solution i see online is to go into the advanced settings and set launch options to a specific screen resolution but that doesnt work, only for Valve games. What this means, is that if your system is unable to run the game at past 30 or 60 FPS (depending on what your settings are), the game must then slow down. Type appdata with the percentage symbols in the search and itll take you there. The game knows when 1/30th or 1/60th of a second has occured based on whether the frame is done rendering. The PS2 version ran at a higher resolution on the whole, but it came at the same expense of damn near every graphical feature being pared back or removed altogether. What's happening, is that unlike most current games (I'm looking at you Need For Speed), RE4's entire engine and game logic is tied to the framerate. Finally, you should make sure the new Proton Hotfix is downloaded. This should find a new update, where you will need to apply and restart your device one more time. The slow motion "bug" is actually not a bug at all, but rather a side effect of this being a port of a 2005 game that was specifically designed for a single system. Head back into your System settings and check for any new Software Updates.
